William F. Higgins graduated in 1966 from the U. S. Naval Academy - One of fifteen midshipmen in the history of the Naval Academy to that date to graduate with a perfect record in conduct (no demerits). He also played on the 1963 NAVY football team that was ranked the #2 Team in the nation, and went to the Cotton Bowl with Roger Staubach. After graduation he served on active duty at the U. S. Naval Academy 66-67. Higgins served as Assistant Freshmen Football and Boxing Coach. He returned in 1968 – 70 continued coaching and served as Assistant Midshipmen Mess Officer, Head of Midshipmen Service Facilities and Officer Inspector of Uniforms. He Graduated From Naval Supply Corps School. Higgins served on the USS Fort Mandan LSD 21, as the Assistant Supply Officer. 6 months later he was promoted to Supply Officer, 1967 – 68.
Higgins joined the Federal Bureau of Investigation - 1970-1973 Served as Special Agent with the FBI for three years assigned to Cincinnati. Cleveland, and Newark, investigating general criminal, fugitives, white-collar organized crime, and domestic intelligence matters. Received 12 commendations and 2 incentive awards, credited with 36 arrests during first year and recovery of over one million dollars in stolen assets.
Higgins re affiliated with the Naval Reserves in 1975 and became the Commanding Officer of an Advance Supply Base Unit 102, 1975-1981. In 1981 Higgins served as the OIC of Cargo Handling Battalion 6, unit. Higgins served with the Military Sea Lift Command- 1983-1989: where he was the Senior Captain in charge of training all military reserve personnel on both East and West Coasts. In 1989 Captain Higgins served as the Deputy C-4 (logistics) for the Combined Forces Command in Seoul Korea, during ULCHI FOCUS and FOCUS CLEAR war games 1989-1991
In 1990 Captain Higgins volunteered for Active Duty in Dessert Storm and served as the Deputy Assistant Chief of Staff for Navy’s Logistics Support Force during Desert Shield/Storm in Bahrain. 1991, he was responsible for 6 Forward Logistic Sites though out the Middle East, providing uninterrupted throughput from both coasts of the United States in support of over 110 Navy warships. To include 6 Carrier Battle Groups, 2 Amphibious Task Forces and 2 Battle Ships. The largest Naval Logistics Operation since WWII.
Captain Higgins was Commanding Officer, Defense Logistics Agency, (DLA) and Headquarters Reserve Unit. .1991-1994 –During that period he initiated a clean up of 36 newly acquired military service depots. Using reserve personnel at no cost to DLA and in one-tenth the time, He was able to clean up the problem, adding to the training of reserve personnel in handling hazardous material and frustrated inventory.
He retired in 1996 from the US Naval Ready Reserve where he was assigned to the Defense Logistics Agency as the officer in charge of REEFEX, the largest artificial reef program in U.S. history. He conceived and executed the construction of over 1000 artificial reefs along the coast of the United States, from Texas to New York, using excess Army battle tanks, personnel carriers and other weapons systems Estimated financial benefit to coastal communities was in excess of $5 Billion over the life of these reefs.
Capt Higgins affiliated with the NY Natioal Guard and became the CDR, Southern Command of the NYNM retired in 2012

Higgins is Head of Higgins Group LLC a real estate investment group based in New Jersey. Currently a member of the founding Board of the South Bronx Classical Charter School, and is on the Executive Committee of the Hudson Valley Council, Boy Scouts of America, and a member of a few other non-profit boards. He worked from 2000-2001 as cluster teacher for PS 63 in the South Bronx for NYC Board of Education teaching math and science to kindergarten – 5th grade. Higgins was also chairman of William F Higgins Agency 1974 -1997, leading Real Estate Brokerage in NJ. Member of Board of RELO an international Real Estate Referral Organization.
Married to Barbara Corcoran, founder of the Corcoran Group, leading Real Estate Brokerage in New York. Business resource for NBC and ABC TV as A Shark on Shark Tank. They have 6 children, 2 grandchildren. Grandfather Dr. James E West was the First Chief Scout Executive of the Boy Scouts of America for 36 years.
